Provincial   Nominee Program (PNP) is program that allows provinces and territories to nominate foreign nationals to apply for permanent residence in Canada. 

The PNP provides the provinces and territories with the benefits of targeted recruiting and selection of foreign nationals who can help to meet the  specific local labor market and economic needs for immigration to fill a skills shortage or attract specialized occupational skills
